Henniker-Heaton in a letter to • Mr. Asquith, offers to submit u> .ma Defence Conference statistics showing that the sum.expended annually by the Home and Colonial (jovrnments on cablegrams for official purposes is enough to pay interest on any capital expenditure necessary to" bring electric message* within the reach of the poorest within tile Empire. Mr. Henniker Heaton appeals to the delegates for consideration ' of this great question.
