Owing to its 'intricacy, it is, however, unlikely that Congress will largely alter the Philippines tariff as framed iiy the .Manila officials. Colonel Colton, Insular Collector of Customs, believes that the immediate effect of the new tariff will lie a shrinkage of foreign cotton imports, which will be advantageous to American mills, but the shrinkage will be but temporary. The scheme is based on what had taken place at Puertorican, where American imports have increased fivefold since free trade was introduced. The loss to the Philippines Treasury is to lie met by increased inland revenue nnd a tax equally upon domestic manufactures and American foreign imports.
