The rate of pay should be raised, as the present rate did not attract the right class of men. Mr. Dinnie's cross-examination was continued by Mi*. Arnold, M.P. A large iiumber of questions Were put to wit-ness-with a view of eliciting the method pursued by the Department before enrolling candidates for the force. ■Sir.
