CLIFTON COUNTY COUNCIL

? The oifton County Council held as •". usual monthly meeting at Waitara yesterday. Present: Councillors J. W. Foreman (chairman), Julian, Mckenzie, OSuUrvan, Hunter, Kenuiugvou una Sander. TENDERS. Tenders were received and dealt wita as follows:—Carting bridge deekiiy from Inglewood to Tarata: J. Nielson, 2s lid per 100 feet (accepted); W. F. Hawke, 4s; Patterson Bros., 4s Gd; J. Tarry, 4s 3d. Constructing concrete culvert on Junction road beyond I'urangi: J. Nielson £134 18s fld (accepted); W. J. Clare £l7B as (id; W. F. Domman £140; J. Tarry £174; W. Corney £163. ENGINEER'S REPORT.

The engineer, Mr. C. F. Dowsett, re-1 ported as follows: j ■ Waihi Riding— Crushing operations', have commenced at the Nikorima roa.l | depot, hut inclement weather has limited the output to date to 222 yards, which has covered the distance of about 16 chains. Marsh has carted approximately another 100 yards of boulders at OnaJefj; hut has been instructed to cease further carting for the present. Tikcranjri Riding— West has been engaged m clearing the fence lines on the Qtaraoa deviation, and, if circumstances' permit, another month should see thiswork near completion. Tlie balance of grant available on this end is £4B lis Id, which I suggest should be used for Metalling first cutting at the northern connection.

' . • Ngatimaru Biding—Word has been r ceivej that the hardwood decking fc the function road bridge has arrive at Wellington, and tenders have beecalled for carting it out to the sit without delay Eeferring to the pro posed culvert At the 31st mile peg oi the Junction road, Crozier has) sufficien " metal recovered from the river and i engaged in breaking it to the require guage. The sand is already on th site. As Tegards the erection, I con rider that the creeks are too full o ' ' water to excavate the site at present ' and 1 would suggest that a tender to accepted providing for its constructs ■when conditions are more favorable. was"«t Purangi on Saturday, 26th ult when a strong fresh occurred in th '■■WaHara river, and although it ha< ■'•ceased raining for over 12 hours th stringer bridge wear Silk's store hai " overkve feet of water on it, the hand rails being completely submerged, m; horse having to swim over the bridg - at some risk; also, four chains iron this spot a portion of the road is alsi submerged for a depth of about fou feat for a distance of about two chain? I therefore very strongly recommeni that the road be raised at this point and that a composite bridge be crectei at least nine feet aibove the presen deck level. The bridge inspected b; , the councillors near Lambert's is alsi inadequate for flood water, and I agaii recommend that a composite structur be erected here. These sites with thei i unstable banks and muddy bottoms lem themselves more to bridges of this de scription than the concrete type. Mi , Pennington has been unable to do any thing further with Ids metalling contrac and it is advisable to stay execution til the spring. Urenni Riding.—Symes has carted ou to date a total of 610 yards of mainten ance gravel, covering a. distance ol about' 100 chains and it if still necessar to repair a few bad spots before closini the work. On the Matapo road Fal confer has almost completed his widenin] contract. On the Okoke and Piko road contract work is at a standstill. Gat land reports that numerous slips am some damage has resulted from th effects of the recent heavy rains, bu these matters are being attended to. Mokau Riding—The surfacemen ha* ' ' been employed in fascining and sandin; bad places on the Mimi-Mokau road On the Tongaporutu-Mangaroa road th ' • sanding has been stopped, and Schmid - has been attending to repairs and fasein ig bad places. ' - Generally, beyond repairs and main tenance, all work in the county ha beenauspended The half-yearly third 'proposals have-been made, out, aniountiiij 7 to £484 is 2d, and submitted to th Land Board for approval. (Hue report was adopted, with tin exception of recommendations concern ing the raising of Silk's bridge and th i ■.', road close by, 1 - -' It was decided to call tenders for re " pairs to the Junction road bridge. - THE RATE. ,'• chairman; said that the Counci -bad now to strike the general rate fo the year. The finances were in abou ' the position as last year—certainly n better. It was quite apparent that th ' pouncil had need for a larger sum o .' . ' monejr on the roads than the rncom had given them. He could not see hoi the rate could be lowered, but he couli „ not favor strikine a hiVW one. fli " gaiitaotice to move that a rate of I'/v. in theSai be struck over the wholi county. >^ Cr. considered the roads were in fair order. . __ , The chairman thoughLUic very fav- ' orable winter had with that. _ V,v --... Cr. Kennington thought the time was opportune to start a fund to provide for the re-erection of bridges which were falling into disrepair. In the discussion which ensued Mr. Kennington said his idea was to levy ;' a bridge rate.as had been done by the Taranaki County Council. V A QUESTION OF COST. Cr. Julian complained that the bridge repairing was very, expensive. In the Urenui riding he -knew of instances ; where the decking of a bridge had been ripped off and repaired. A few months • later the joists were reported rotten, v and the deck had to be ripped up again. Now> this should have been seen and attended to in the first instance. There had been some big cheques recently for. • bridge-repairing. The engineer (Mr. Do'wsett) said tho ' cheques had been reduced, but only bv neglecting the bridges. There had been instances, he admitted, where the rei( ' pairs had been done as Cr. Julian had stated, but this had occurred as the result of the policy of endeavoring not to close the bridges against traffic during repairs. The best method of opera- -; tions, of course, was to close the bridge, "trip off the decking, and lav the tim- -. , hers bare, but that meant 'interfering -, with the traffic.

~ ■ . GENERAL. Mr. J. Smith was appointed pound- , < keeper at the Urenui pound, his' •>. ,' muneration to coranrise tie impounding ','.' fees, and the grazing fees to go to the r Urenui cemetery trustees. ;\ Mr. Alfred Coleman, clerk to the k_' AVhangamomona County Council, wrote i. wiUi reference to the re-adjustment of jf boundariei between the Clifton and gi AVhangamomona counties, asking which «• of the two alternatives the Council was prepared to accept (a) examination of ' i the ground by the two engineers, or (I>) conference between the two Councils / Decided to refer them to the Councii'- • .ormer letter on the subject, which li-n! favored leaving the matter to the coin -{V ty engineers. The Mackenzie County Council asked the Council's support in'approaching the Government with a view of havine "fourths" of rents of pastoral runs pail over to local bodies for the construction oho maintenance of roads givin<» access thereto.—Tt was pointed out that there were but three small grazing runs in the - county.—Members had been of opinion that "fourths" were derived from these. but'the clerk informed them to the con-trary.-fThe clerk decided to support the proposal, and will communicate with Mr. W. T. Jenningf,', M.P.. accordingly. ■' n?' 8 " "" S ' LaKe7 '- of Jlnngama'lioe s f (Wairarapa) wrotja asking to have accrued tkirds expended on tlie Puke road to give better access to her section, when die and, her family would be going on the land during' the com hi" summer.—lt -was decided to inform Mrs! j Lanen that the land was held under '„ the Bush and Swamp Act. and thw were bo rents accruing, the only funds V. '■■ avaihWe being Government funds. , Mr. A. E. Sutton, Urnti, was given permtagion to place his fence a little l 'f; ?P *}* road - *° as to remove it out of *\ the foods; the work to be subject to ■/f the approval of the engineer. %''• K , Measr * Bayly, and Elliott's application L. ,'for gome broken stone was granted, at £'- '' a J l ™*, to be fix e<l by tlie chairman ££, and engineer. ft-' Accounts amounting to £448 10* Sd '.rere passed for payment.
