DEBATE IN THK LORDS. Received June 30, 11.30 p.m. London, June 30. Lord Ciirzon initiated a debate in the House of Lords on tile question of Lord Kitchener's position in India. Ho predicted that the system would break down. The dutivs thrown upon the Commander-in-Chief would break a Napoleon. Lord Morlcy (Secrctaa'y for India) denied the charges that Lord Kitchener acted autocratically. He had shown an unsurpassed gift for military administration and knowledge.
