In a speech he referred to the satisfactory condition of the tinanees, a3id exprese&d his conlidence tint Victorians would cheerfully bear tm-ir proportion of the cost of a Dreadnougl.t. The speech promised, in conjunction with New South Wales, to recognise i.w urgency of effecting a fundamental change in the incidence of land taxation. A Hill is promised providing .or an unimproved value tax. Irrigation and intensive culture of irrigable areas wfll received prominent attention. The construction of a modem dock at Melbourne to supply the requirements ot | the Admiralty and mercantile shipping services are included in the programme, as is also a vigorous railway construction. The establishment of a State coal mine is proposed, as well as the prvv.'rttion and eradication of tuberculosis.
