Providing new traflic routes to tho wharves. Dealing with the slum areas and housing reforms were also considered.- The scheme 'will meet the needs of traffic for the next twenty-five years, at the end of which time, at the present rate of increase, the estimated population of the city and suburbs will be a million and a-quarter.
