Iteecived 24, 9.55 p.m. London, June 24. The Ilou<p of Commons, by 322 to 117, rejected Mr. Herbert's amendment to reduce the duly on unearned increment to 5 per cent. Several Literals supported the amendment, while others abstained from voting. A fruitless discussion upon the proposal to grant municipalities half of the proceeds of increment duty followed.
