ARBITRARY ASSESSMENTS
CHIEF JUSTICES DECLARATION. Received 22, 11.10 p.m. [ London, June 22, ;. ;Lord Alvers'tonc, Lord Chief Justice ot England, speaking at the Lord Mayor's dinner to the Judges, sigiiiQcantly declared that the people might rely on the protection of Judges in the Imperial construction of Acts of Parliament. He added: "If they say a change is required, it ought to .be made by Act of Parliament, M t by a u official." This alludes to a reference in Mr Lloyd-George's Budget Bill that taxpayers shall be allowed to appeal against arbitrary usses'smeuts.
