AMERICAN PARTICIPATION. Received 17, 0.25 a.m. New York, June lfi. As a result of America intervening with a view to showing that the Franco-British groups of 111(15 expressly reserved for American capitalists the opportunity of enforcing the right to participate in the loan, the Chinese Government withheld ratiiication of the llritish. Herman and French loan for the eonstructioa of the llankow-Sic-chuun railway. Arrangements are now ill progress for American participation.
