THE CONSTITUTION* OF LONDON. Deceived June 11, 4 p.m. London, June 5. ftt the House of Commons Mr. Hircourt's Jiill to constitute London a single Parliamentary borough and abolish plural voting was rend a second time by 140 to 41. Sir Henry Kiniber, Hon. A. Lyttelton and other members combated the proposal, because it was not accompanied .by a scheme providing for a redistribution of scats, and because it sought to establish the one man one vote ex clusivoly for London, which represented one-eighth of the electors of the whole country. Mr. Harcourt replied that the Bill removed anomalies, and Londoners' grievance should be remedied without their having to wait for the large' measure of reform. The Government hoped to pass the Bill before the dissolution.
