Tile Times, commenting on the letter, says that in view of the special character of' the representative national message wiln whiin ex-President Hoosevelt on the eve of quitting office invested tire communication, might perhaps have been more courteous to the British Goveru-im-iit by according it publicity here on his own initiative, instead of permitting il~ existence to become known unoitgh the American press months after it was written. Considering tile circumstances wherein Sir Horace I'lunket ceased to he \ice-president of the Department of Agriculture, the- encomium to embarrass those responsible for the sacrillce to Nationalist antipathies.
