FEDERATING THE EMPIRE. Ottawa, May 28. Mr. Robert Pcrkcs, a Commoner, addressing the Empire Club at Toronto, said Canada was unprepared for free trade throughout the Empire, and that Britain was not ready to be taxed upon grain and raw matciiinl. But between the two positrons thei'e was a wide field for preferential arrangements between Britain and the oversea dominions. He looked forward to n federation of tho Empire for' defensive and trade purposes.
