AN UMPIRE'S DECISION. London, May 28. Though the masters aaked for a reduction of 7% per cent., and the men were willing to agree to a reduction ft S per cent., Lord Collins, umpirine for the Durham Coal Conciliation Board, decided that the wages' should not be altered for three months.
