Mr. Asquith, replying, said that at the present moment, whatever two l'owers were selected, their combined effective strength for aggressive purposes was far below Britain's defensive strength. The expression of the twol'ower standard was purely an empirical generalisation. The United States licet could not lie put in the same category as tlie French and toman.

Jlr. Balfour (leader of the Opposition) said that Air. Asquith'* implication that there ought only to lie a two-Power strength in home waters was a most dangerous doctrine. The lleet ought to be prepared to defend the Empire wherever attacked. Jt would be an entire change of policy if Britain abandoned the two-power standard whenever tile Mediterranean, the distant colonies, and the Indies were concerned.

An amendment expressing confidence in the Government's poliev was carried by 272 to 1011.
