AN UNSUCCESSFUL LAUNCH. | NAVAL REQUIREMENTS. Received 24, 10.20 p.in- I Paris, May 24. The launch of the 18,300-ton French battleship Danton was unsuccessful at Brest. Powerful tugs failed to move tile vessel. The Frenrfi Xavnl Commission recommended that the number of battleships be raised to 38, and favors fast scouting cruisers inntcad of armored cruisers. It emphasises the need of destroyers and submarines', and recommends the laying down in 1010 of two preadnoughts of 21,000 tons, with a speed of 21 knots'.
