A HAGUE AWARD. Tin: CASAHIJAXCA INCIDENT. Berlin, May 23. The International Arbitration Court at The Magu'c upheld the main points of the French position at Cnsnbfh'uea and strongly blamed the secretary of the German Consulate for endeavoring to secure the embarkation of ..deserters who were not of German nationality. The Consulate, under the prevailing circumstances, was not entitled to protect even deserters who Were of (lennun nationality. Nevertheless, the French were blamed for not respecting as far as possible Germany's de facto protection of those deserters, and lor the threats n regard to the revolver; also for the illtreatment of a Jim ocean attached lo the Connsuhite.
