in the House of Commons, Mr. Wia-I ston Churchill (Secretary of the Board \ of Trade) explained a Dill, which he introduced to-day, to establish early next year labor exchanges, at a tost of ,f»200,000 at the outset, and then £170,000. The country could be divided into ten divisions, each with a clearing house, and London supplying u national clearing-house. He proposes to establish between thirty and forty first-class exchanges in towns of a hundred thousand inhabitants and upwards, forty-live, in second-class towns with populations between 50,000 and 100,000, and a number of sub-offices in the smaller towns. Advisory committees are to be appointed in tlie chief centres, whereon workman and employers will meet in equal numbers, with'impartial permanent officials and chairman. Mr. Arthur Henderson (Labor member for Durham) warmly thanked Mr. Churchill, ami remarked that the Labor Party's Right to Work Bill would be carried in instalments.
