THE HARBOR LOAN. We understand that all the arrangements in connection with the New Plymouth harbor loan have been practically completed, and that Mr. King leaves London on Friday next for New Zealand. There are, however, some minor details yet to be attended to. one of which is the giving of notice liy the Hoard of its intention to make a rate, a proceeding which is held to lie necessary to confirm the security provided under the Act. This, however, is a pure formality and does not mean it is' the intention of the Hoard now. or at any time, to levy a rate. This formal notice of intention to make a rate, in compliance with legal requirements, in other words, marks the disappearance <,f the levying of the harbor rate. For Ibis relief ami for the material benefits that must follow the construction and equipping of an up-to-date harbor, ratepayers should fee! grateful to the far-seeing men who have been and arc directing tile harbor improvement movement.
