More latitude should be given the Commissioner for bringing the parties together and arriving at a settlement, and when that. settlement was arrived at it should either have the full force of an arbitration award or be sent on to the Court and be mnde into an award without any reference to the Cmncil of Conciliation, lie preferred the latter alternative, because there might be some question of jurisdiction and legal phraseology that would be better handled by a Court. There would also be an additional check 011 any errors that might crop up in connection with the drafting of awards. lie understood something might be done during the ensuing' session of Parliament in that directum.
