THE NEW PREMIER. London, May 11. Xaiser-el-Mulk, the new Premier of Persia under the recent constitution, was a contemporary of Lord Curzon, exViceroy of India, and Sir Edward Grey, Secretary of State for Foreign Affairs, at th e Oxford University.
