He hinted at the probability "f the imposition of a higher railway rale in Otago in justice to other railways of the Dominion. The Government were willing („ build the UoxbuHi railway if the people of the district were prepared to guarantee the differrace between imprest and the cost of construction, and the revenue returns The responsibility , vas too great ior Iho Government to sanction further prosocution of the works without consulting Parliament.
