OVERRIDING PARLIAMENT.
SIR THOMAS BENT'S ACTIOX. Melbourne, April 21. The committee on the public accounts of the Legislative Assembly appointed to inquire into the action of Sir Thos. Bent. ex-Premier of Victoria, when Treasurer. for paying salaries and other accounts in December against Parliamentary authority, reports that payments were made without a warrant irom the Governor, and that as the supplies voted by Parliament were exhausted, the Governor could not issue a warrant. The committee recommends legislative measures oil Canadian lines providing for penalties against a treasurer or officers signing orders for pay. ment without authority from Parliament.
