Received 22, ft.oo p.m. Loudon, April 22. The Legislative Council at Maritzburg adopted the draft constitution. The Referendum Bill was passed, and Parliament then prorogued. Speakers stated that the Mozambique Treaty was objectionable, but an improvement on the present vivendi would be enforced whether Natal joined tlie.union or not,
