BILL PASSES THE LOWER HOUSE BRITISH PREFERENCE AND PATENTS. New .York, April 10. •Tlie I'nited States House, of Representatives passed the Payne Tariff Bill by 217 votes to 101. The Bill includes a clause relating to preference to Britain and her colonics. A paragraph providing for retaliation for the British Patents Act has been omitted.
Petroleum, tea and codec arc placed on the free list.
