ENCOURAGING THEM TO PROCEED TO THE COLONIES. Received 15, 11.35 p.m. London, March 13. The Central Emigration Board has formed a Settlers' Information League, wider the pro*id< iioy of Sir Thomas Sutherland, to encourage British emigrants to proceed to the colonics instead of to foreign colonies. Colonial Members of the League undertake to Ibefriend emigrants upon arrival.
