STATES AND COMMONWEALTH
THEIR FINANCIAL RELATIONS. llobart, .Marcli 12. The Premiers' Conference is debating the financial relations between the States and the Commonwealth. The main point is the determination either of a fixed amount or a set proportion of Customs and excise duty, which hag to be returned by the States in lieu of the present three-fourths under the llraddon clause. Mr. Kidston made the proposal that the amount ought to be fixed on a. per ea-pita basis. Tasmania and South Australia favor this; New South Wales and Victoria emphatically oppose it; while AVestralia is inclined to support the large States. The Conference, seems as far oil' as ever in arriving at a decision.
