Lord Curzon, in a leuer to the limes, shows that the Government of India is not responsible to the Executive provincial Councils. He dwells on the magnitude and importance of the change proposed, due to Lord Morley asking the advice of the decentralisation commissioner. Lord Curzon supports the late John Lawrence's dictum that personal administration by a single head, without a council, is the best form of Government for India.

Sir Walter Lawrence has resigned from tile Council of India, it is undeistood in view of misgivings regarding Lord Jlorley's reforms.
