Lord SellHjrnej High Commissioner for South Africa, in an address to the Capetown University, strongly opposed the breaking up of Hasutoland and other native reserves and allotting them to whites. lie declared that the unlives were* Milled to a -share of the land and uej reeated a uniform franchise. He advocated the setting up of a coimnission of judges to consider the matter of enfranchising civilised natives and the forming of representative councils of the unenfranchised with freedom of speech but with no powers.
