Paris, February 22. The French Press is utilising the Kaiser's telegram to M. Radolin to prove that the Kaiser has friendly inclinations towards France, but was thwarted by Prince Bulow. Berlin, February 22. Severe criticisms have been made in Berlin at the Kaiser's action in sending M. Radolin the telegram: without Prince Billow's knowledge. Prince Bulow, speaking at a banquet yesterday, said that he and M. Cambon, French Ambassador in London, settled the Moroccan agreement, implying that it was not M. Radolin who assisted him in settling the trouble.
