j BULGARIA AND RUSSIA. St. (Petersburg, February 22. The difficulties of procedure in King Ferdinand's case have been tactfully avoided. St. Petersburg ollicial documents do not .mention the Royal title in the ollicial reception. They have pleased Russians but I he. feeling in Bulgaria is sore inasmuch as Russia's recognition of King Ferdinand is so manifestly .premature, isolated and informal.
NEW SERVIAN CABINET. Received February 23, 10.5 p.m. Belgrade, February 23. A Cabinet, embracing all factions, has been formed at Belgrade as follows: SI. Novakovitc-ii, Premier; M. Melovanovitcli, Minister for Foreign Affairs; and M. Zivkovitch, Minister for War. Received February 24. 12.20 a.m. Belgrade, February 23. M. Pashitch has been appointed Minister of Works in Sorvia.
TURKEY AND BULGARIA. Received February 24, 12.20 a.m. Constantinople, February 23. Hilrni Pasha, in an interview with a correspondent of the Agcnce Belgara. declared he was hopeful of a settlement, adding -that he desired a close/very close, understanding with Bulgaria, Negotiations arc progressing.
