SERVIA AM) TURKEY. Constantinople, February 21. The Servian Ministerial crisis has stopped Turkey's negotiations with i!ussia respecting the Bulgarian settlement and the ltussian indemnity payments.

Austria's declaration is credited in ■Paris, but Servian provocations are apprehended. Ijondon, February 22. The Times' ISclgradc correspondent affirms thiit M. Passitch is the only Servian politician who refrained from inJtamnuitory language. The excitement is maintained at fever heat. The Montenegrins are irreconcilably warlike, and ignorant of outside affairs.
FERDINAND'S RECOGNITION. Received 22, 9.35 p.m. London, February 22. In response to the Porte's circular .complaining about alioiit the Royal honors bestowed on Ferdinand o'l Bulgaria at St. Petersburg, Britain and France have forwarded tmnquilising despatches ■to the Ponte. declaring their entente •with Turkey in the lirst instance, then with the others, must precede any recognition of Ijie independence of Bulgaria. St. Petersburg, February 22. M. Isvolsky. informed the Ambassaor.s that King Ferdinand had expressI <-d a desire to attend the funeral of his relative by marriage. M. Isvolsky was careful to'explain that the reception as a sovereign did not imply any formal recognition: of \Bulgarlnn independence, which could follow' only after Turkey's consent.
