TURKEY ACCEPTS RUSSIA'S OFFER. . Constantinople, Febniary 15. The Ponte lias accepted Jl. Isvolsky's offer, suspending the negotiations reiat ing to the war debt. Early this month the Times' St. Pet«rsburg correspondent stated that the Balkan crisis had ended by Russia proposing to make good the difference in the indemnity offered by Bulgaria and demanded by Turkey. Russia cancels sufficient of the remaining instalments «f the Turkish war indemnity, aiuount-.i-jig to H millions sterling, to enable Turkey to borrow five millions sterling, Bulgaria undertaking to pay Russia £3,280,000 for interest and sinking fund. Instead of receiving eight million francs annually fro'iu Turkey, Russia will draw five million francs irom Bulgaria.
