BRITAIN'S BUDGET.
THE TIMES' SPECULATIONS. A NAVAL LOAN. Received 11, 11,10 p.m. London, February 11. The Times, discussing the lludge,tprospeets, strongly hints that the Government may, in order to avoid the re-im-position of the sugar duty, agree to a naval loan,, which, it says, besides substantially relieving the taxpayer, will offer the collateral advantage of establishing certainly abroad regarding our future naval strength.
