To-night's &tar says :—"illiglit'ly or wrongly, there is a very strong impression abroad that the railway service is over-stalled, and tluit the best results are not being obtained from the staff. I lie M inister will find it an extremely dillieult task to put his finger 011 the exact places wihere economy can be effected with safely, but webelieve that he will find that Hie intense conservatism that exists in the higher branches of the service does not tend to increase I its usefulness. A policy of starving the railways would be (juite as objectionable as one of undue extravagance, and the I adjustments of the disorganised balance is almost too responsible a work to submit to one man. The expense of a Koyal Commission would be quite justified! by the importance of the issue al stake, and a thorough overhaul of the system and the policy of the department . by an independent tribunal would allay the undoubted anxiuy that exists in the public mind."
