COTTAFE UUSTMTAL OPEXKD. Dunedin. Last Night, A cottage hospital was opened at Kftitangata to-day by Mr. -L 11. Walker, chairman of the Dunedin Hospital Hoard. Tim hospital, winch contains six bed», is designed to meet cases of accident. 'The local Borough Council gave (lie >\ie. and local subscriptions, subsidised by the Hospital Board, completed and furnished the building, which was opened free of debt. The residents also guarantee "ti 100 for the first year and I XoO for live subsequent years towards the maintenance of a competent nurse.

NAPIER'S HARBOR. Napier, Last Night. The Napier Harbor Board's proposal i.o borrow 0)0,1100 for the completion ~f the breakwater was rejected by the ratepayers. The voting in its favor was 197 sliort of the thrce-liftlis majority necessary to authorise the loan.
A BALLOON ACCIDENT. (Yisliorne, Last Night. Captain Jonassen attempted a bailoou ascent hi the local domain this afternoon. \A'hen the balloon had risen about 100 feet it burst and Captain Jonassen fell, his ankle being fractured as n result. MUNICIPAL SINKING FUNDS. Dunedra, Last Night. At a meeting of the City Council tonight a motion was passed regretting that ill consequence of sections in the Local Bodies Loans Amendment Act, HUM. it is compelled to avoid making use in future loans of sinking fund commissioners, whose ellorts have earned handsome returns for the eitv in the past. A protest was entered against the compulsion to appoint the l'ublic Trustee, and it was decided to request Parliament to remove tile objectionable sections. A deputation consisting of the whole Council was appointed to wait oil the Hon. J. Millar on the subject.
