At tihe Labor Party's conference at Portsmouth, Mr. Keir Hardio, M.P., presiding, Mr. Philip Rhowden, M.P., demanded that the cost of dealing with poverty should lest ou unearned incomes.

A resolution moved by Mr. Ramsay Mao Donald, M.P., was carried, opposing increased taxation of the masses and urging a super-tax on large incomes, special taxes on State-conferred monopolies, and increased estate legacy duties, as a. substantial beginning of taxation of la«id values.
