THE NEW MINISTRY.

By Telegraph.—Press Association. ' Wellington, January 0. The reconstruction of the Ministry was announced this afternoon. The Hon. J. McClowan retires and is .elevated to the Legislative Council. Messrs. 11. McKeuzie, Hogg, Buddo,- T. .Mackenzie, and Ngata are added to the Executive. The portfolios are distributed ns follows: Sill J. G. WAHD, Minister of Finance, Postmaster-General, .Minister of Defence, Minister of Lands, Agriculture, and Land for Settlements, i Lind and income Tax, Electoral Department, and Advertising Department. HON. J. CAKUOLL, Native Affairs, .Minister of Stamps and Deeds, Minister in Charge of Cook Islands, and Advances to Settlers Department.

HON. J. A. MILLAU, Minister for Railways, Minister of Marine, Minister in charge of Friendly Societies, and Inspection of .Machinery Department. HON. G. RIWLDS, Minister of Kducalion, Immigration, .Mental Hospitals and Hospitals, and File insurance Department. HON. DK. J. G. I'INDLAY, Attorney-General, Minister of Justice. .Minister in charge of Crown Law Department. HON. K. McKLNXIK, Minister of Public Works and Mines. HON. A. W. MACKENZIE, Minister for Industries and Commerce (without pay), and of Tourist, Scenery and Forestry Departments. HON. MR. NGATA, joins the Ministry as a member of tin Executive representing the Native race and is given charge of the Public Trusl Department, Government Insurance Government Accident Insurance, am Maori Councils.

INTERVIEW WITH THE PREMIER. CABINET FROM ITS SELECTOR'S I'OXNT OF VIEW. Wellington, Last Night. The Premier has made the following statement as to the new Ministry:—"l think that upon the whole the Ministry will be regarded as a representative one, and a strong combination. Naturally, 1 should have liked to have been able to include some of the other recognised and able members of the party, hut there is the limitation of numbers. I recognised all along that the position was a very difficult one, and 1 have endeavor- ! Ed to do the bust possible, both in the interests of the country and of the important party of which I am the head. It will be seen upon a close analysis of the portfolios held by the various members of the Administration, that an effort has been made to appoint to the various positions men most capable of filling them. "1 came to the conclusion shortly after the election that it would be necessary for me to hold the portfolios of Lands'" and Agriculture. I have gone upon lire principle that where the most trouble exists, the head of an administration should be prepared to ac-eept whatever onerous duties attach to those positions. 1 am hopeful that I will be able to carry out what I fully recognise to be n difficult task in the best interests of the country. "MR. CARROLL'S assumption of the administration of the Cook Islands is one of. general fitness of which I think will be recognised. He has a wide knowledge of the duties re quired, and moreover is very familiar with native questions that will crop up in connection with the administration of the Islands, and I look for good results from him in this respect. "As -Minister for Railways, MR. MILLAR," , who is a strong man, will, I am sure, show ability that has characterised his administration of the portfolios he has j held since he has been in foe Government. lam also confttlcjn, that he will administer .Marine mJL hls-otlicr" departments with an equal degree of success. "HON. 11. FOWLDS has done good work as Minister for Education,'' continued Sir Joseph Ward, "and he has now been given charge of the important Department of Immigration, and retains Hospitals and .Mental Hospitals, and gives up Public Health. Also lie takes charge of the Fire Insurance Department, and I am confident that in the administration of" that and the other new Departments which have been entrusted to him he will display the same care and attention which have characterised his administration in the past. "It is in accordance with the litness of things that the Justice Department and Attorney-General should be combined, and the HON. DR. FINDLAY has now the whole of the legal departments under his administration. It will be recognised' that they are in most capable hands from the point of view of the country. It is better also, I think, that the two branches dealing with law and justice should be wider one control. In MR. 1!. McKENZIE, * the country lias a strong man ot large experience in public works and mining matters, and 1 look forward with confidence to seeing these two great departments under his practical administration being managed for the general benclit of the community, MR. HOGG, who is a very old member of the Party, takes over the responsibility of the duties as head of the Labor Depart- ' nient, and the important department of Customs, together with the extensive ' work of the ltoads and Bridges Depart- ' ment. He is a man of wide experience, ' and has a great deal of practical comnionscuse, and 1 am certain that he will carry out the duties attaching to what are i;i some respects very difficult Departments, in the best interests of the people. His knowledge of the printing business is such as to fullv justify the ' I'rinting Office being placi'd under his ' control. ;'
