The Indian National Congress, which has opened nt Madras, elected Dr. tihoaß president, lie declared that the whole of India was deeply grateful to Lord Morley for his efforts which gave the country something like constitutional government, and Indians had best show:' themselves deserving of Britain's confidence. Colonial self-government was In* ilia's ideal, though it was very distant. Dr. Ghosc said he hoped repressive legislation would only be temporary. He ridiculed the idea of the shaking of British sovereignty by a few flasks of picric acid and a few pounds of potfder. The Jlahoincdan papers consider the reforms tantamount to the political abandonment of Maliomedans in iavor of Hindus. They also condemn Lord | Morleys' disregarding Lord Minto'a efforts to safeguard Mahomedans.
