STATEMENT BY HEXMKER H EATON. Received 28, 10.10 p.m. London, December 28. Mr. lleiiniker lleaton informed the President of the Liverpool Chamber of Commerce that there would not be the len *t difficulty in reducing, the cable rati' to 75 per cent., owing to the powerful pressure being brought to bear on the cable companies and foreign Governments, also owing to the Imperial Government's action with regard to the construction of State-owned cables.
