COMPELLING NATIVES TO WORK. London, December 21. Iu the House of Commons Colonel Seely, Under-Secretary for the Colonies, stated in reply to Mr. P. A. Molteao r. that at the end of May last the Council of Papua read a second time but proceeded no further with an ordinance to compel all male natives to work one month -every year on Government works without pay unless their taxes were paid up. If this ordinance were hereafter passed, he Raid, it would doubtless be reserved for Lord Dudley's consideration.
