THE SULTAN'S SPEECH, Constantinople, December 18, The Sultan's speeeli was modelled on Western lines. He described the Parliament of 187(1 as having been temporarily dissolved till the people were better educated.

King Edward telegraphed to the Sultan his sincere congratulations on, the assembling of the Turkish Parliament, llis earnest prnyer was that its activity and conduct would result in the happiness of all the Sultan's subjects, promote the prosperity and welfare of the country and maintain its cordial and peaceful rel.i I ions with other countries. The liriiisli Government despatched a telegram tendering to the new Parliament its cordial good wishes for the success of its deliberations and for the strengthening of the ties of friendship between England and Turkey.
