TURKISH PARLIAMENT.
THE OPENING CEREMONY. THE SULTAN CHEERED. Constantinople, December 17. The Sultan was loudly cheered to-day while proceeding in the State coach to open the lirst Parliament at St. Sophia Square. Lines of police and military guarded the live miles of streets along which he passed.
Thousands of provincial and Egyptian visitors were present. Eighty-six thousand exiles have returned to Turkey since the proclamation of the constitution. THE SULTAN'S SPEECH. AUSTRIA'S AND BULGARIA'S SURPRISING ACTION. Received 17, 10.17 p.m. Constantinople, December 18. The Sultan, in opening Parliament, said he was heartily glad to restore the constitution grunted 32 yours ago. He profoundly regretted Bulg.tr a's and Austria's surprising action. The Government was now trying to safeguard the nation's rights. The Sultan promised faithfully to observe and jealously guard the constitution. Enormous crowds enthusiastically cheered the Sultan.
