The Minister for Defence has received from Sir George Sydenham Clarke a report dealing with the value of submarines for Australian defence. lie says that the heavy seas prevailing on the Australian coast are most unfavorable for the employment of submarines outside harbors. Even in calm weather the chances of successfully attacking enemies' vessels at a distance from a port must be very remote. The most that ran be expected is that the presence of these craft ia ports would deter enemies' ships from approaching in daylight. It would be difficult to understand how submarines could play, an effective part in commerce in Aus" tralinn waters. On these grounds Sir Sydenham Clarke strongly advises that no money be 'expended on submarines.
