INDIAN SEDITION

Sir Harvey Adainson mentioned the organisation of seditious volunteers in Eastern Bengal. Their inlluence greatly fostered boycotting, arson, Dacoites and terrorisation. SECURITY XHREATKXKD. XIJE VICEROY'S APPEAL. Received l;i, 4.1.1 p.m. Calcutta, December 12. Eurl Minto, Viceroy of India, speaking ut the meeting of the Council of India, at which it was decided to set up a special tribunal to try seditious and anarchist offences, emphasised that personal and public- security was dangerously threatened and therefore called for stern measures to terminate the apprehension arising from the hidden danger, which he described as 1 , crippling the daily life of the people He appealed to the good sense of the whole community to co-operate with the authorities in ensuring order and security, thus ' enabling them to turn their attention to I Lord llorlev's projected reforms.
