The chairman said thai the Council had heen following u|> this matter for some time. The stumbling block was the clause jn the Act making it necessary to obtain the consent of the Minister'before enforcing a judgment against the owner of native lands. Councillors were agreed that the authority given was of little use unless the Council could attack the foe simple. The matter was left in the chairman's hands.
