A PARLIAMENT'S IMPOTENCY
GERMAN CONSTITUTIONAL REFORM. Received 4, 11.7 p.m. Berlin, December 4. In the Reichstag all motions dealing with the constitutional guarantees were referred to tlie Procedure Committee. llerr Singer urged that the Reichstag'* assent to the proposed financial reform* be made dependent upon the granting of; constitutional guarantee*. He declared that at present the Reichstag was in a condition of impotency.
