Mr, Manhire, said there wits too much charity in New Zealand. No encouragement was given to thrift and the old age. pension was looked forward to by inany. The Charitable Aid Board did its best, 'making men break stones to earn their; rations. In main- cases men sent their eliililrcn to do work and too frequently it happened ''that voung people sent their parentaifevtlie'charitable Aid Board with a reqiirit that the old people should be put -into charitv homes. The children were quite willing to give the Board the old age pensions if any were drawn, but it was disgraceful that the Board should liavc to make these old people go to their homes if they did not want to. He referred to the frequency of wife desertion. There was hardly a meeting of the Board at which one of these cases did not crop up. It was a mistake to put these wife deserters in gaol; thev should be made to work.
Mr. Manhire also made reference to the alarming increase in the number of illegitimate children. Anv woman, he said, could place an illegitimate in a home and the foster parents, if not paid, would call on charitable aid to contribute.
