MR. BIRRELL'S DECLARATION. London, November 30. The Times, referring to Mr. BirreH's declaration, says everything indicates that the Government is in no liurry to dissolve Parliament. It apparently prefers to drop the Licensing Bill and'to introduce a new measure devoid of extravagant features.
