THE KAISER ON JAiPAN AND ENGLAND. Received 20, 0.55 p.m. ■ London, November 2(1. lhe New York American and the New York World newspapers have outlined Mr. Hales' interview with the Kaiser, which was to Jrave appeared in the Century Magazine. They state the article was suppressed because of the expression therein of the Kaiser's hostility to Japan, Kiag Edward, and England. Mr. Hales asserts that the outline ii a fabrication.
